Background

The University of Gondar, in collaboration with Ethiopian Public Health Institute, planned to conduct the Health Policy and System Research (HPSR) priority setting by using a literature review, expert panel workshop, formative online survey, and qualitative interviews. The participants are from health systems (policymakers and program experts), researchers from research and academic institution, partners, and professional association—the project aimed to identify Ethiopia’s HPSR needs and conduct the priority-setting exercise using the Delphi technique.

Specific Objectives

• Identify the HPSR needs of Ethiopia using expert opinion, online formative assessment, qualitative interview and literature review in Ethiopia
• Conducting the health policy and system research (HPSR) priority-setting exercise in Ethiopia
• Explore the practice and barriers of health policy and system research (HPSR) priority-setting exercise in Ethiopia

Key activities

Activity 1: – Conduct a literature review

Literature review is planned to be conducted to assess the practice of HPSR need mapping and the challenges and gaps in setting common HPSR agenda with the collaboration of researchers, policymakers, implementers, and funders.

Activity 2: – Conduct an expert panel workshop

The expert panel workshop is planned to map and identify the potential HPSR needs of the country and conduct priority setting using the Delphi technique.

Activity 3: – Conduct an online formative survey

The online formative assessment survey is also planned to be conducted to identify the potential HPSR needs and to conduct priority setting from the perspective of the service providers, policymakers, programmers, researchers, and funders using the excel sheet. Besides, the participants from the formative assessment survey also rank the HPSR identified to the expert opinion from their perspective.

Activity 4: – Qualitative interview

The qualitative interview is also planned to explore the practice and limitations of HPSR agenda setting and evidence generation from the identified key informants.
